This study tries to build an explanatory model about administrative phenomena in Korea. Starting from Korean’s behavioral pattern, the model elaborates a descriptive framework about symbolic exchanges between public administration and people at the societal level. It also describes ordinary internal operations inside bureaucracy from a strategic game point of view. Specifically the model includes a New Iron Triangle designating cooperation among bureaucrats, the press, and some ‘engaged’ intellectuals that camouflages the real participatory democracy. Finally this paper propose the vicious circle model. Vicious cycle occurs in two dimensions one is the administrative game between a specific person and bureaucrats, the other is the political game between the general public and bureaucrats. The former, dealing with conflicts between specific individuals and bureaucrat(s), reinforces the paradox of democracy because of the latter’s dealing with symbolic interaction between high public figures and public opinion.

This paper is to review and compare the Senior Executive Service institution in several countries, including the United States, Britain, Australia, and New Zealand. The analytical results applying the Huddleston model(1992) of the SES show that the United States’s SES is close to the political machine type, those of Britain and Australia are the european elite type, and New Zealand case is near to the agency manager type. In comparison with these countries. the very beginning phase of the Korean SES has strong characteristics of the european elite type. Therefore, this study recommends the Korean SES institution need more tendency of the agency manager and the political machine type in the futture, from the understanding of institutional nature of the SES.

Planning is recognized as the product of rationality and careful consideration of feasibility. This, however, is not all the cases, it may be used as a means to legitimize some sort of behavior. Public organizations are tend to pursuit their own goal in stead of public one which can be termed as goal displacement for securing abundant resource and extended domain in highly competitive situation. They often attempt to legitimize their illegitimate pursuit of private goal by showing well-decorated plan. In this case, planning is the process to realize private interests and hold a dominant position in policy space. This is why planning prevails in the policy area of national R&D in Korea. Excessive planning caused by increasing demand to well-organized plans and goal displacement in public agencies leads to inefficiency and ineffectiveness of public programs and projects.

This study revisited the policy process of legislation and reservation of the National Welfare Pension Scheme(NWPS), relying on relevant primary documents and interviews with then key policy makers. Although this study does not challenge conventional wisdom that the National Welfare Pension Scheme, the mother law of the present National Pension Scheme, was conceived by the EPB and KDI to mobilize domestic capital necessary for heavy chemical industrialization and that the implementation of the NWPS was soon reserved because of an economic crisis as a result of the 1973 oil-shock, this study presents somewhat revisionist findings and interpretations about the decision-making process. First, then President, Park Chung Hee’s decision of pension induction was influenced not only by economic factor such as the mobilization of domestic capital but also by political factor for the ninth general election that was the first election since the imposition of the authoritarian Yushin regime. Second, there was more competition than cooperation between the Economic Planning Board (EPB) and economic departments such as the Ministry of Finance. Third, the EPB was not more influential than social departments in the pension policy making. Fourth, the deferring of the implementation of the NWPS was influenced not only by the economic recession following the oil-shock but also by political factor that the government could not levy pension contributions as direct tax because of competition with North Korea in which income tax was schedule to be abolished in 1974. Fifth, although president was the most powerful actor on decision-making, he had to be responsive to institutionalized social interests and public opinion.

This study aims to assess and improve the public service of EupㆍMyonㆍDong after transformation of functions. First, this study review the achievement of purpose by transformation of functions. Next, to assess how discretion of local government is reflected in this policy and local government prevents the problem from the issue, in this study we select the public efficiency, the public service improvement, the completion of transformation of functions in public adminstration. After transformation of functions, the Ministry of Government Affairs and Home Affairs(MOGAHA) promotes the transformation of functions for EupㆍMyonㆍDong office by the welfare of community center. But if the public service of EupㆍMyonㆍDong after transformation of functions is not assessed objectively, this policy would not accomplish the purpose of the organizational change.

The purpose of this study is to analyze the culture of Public Administration in Japan by survey. Firstly the culture of Public Administration in Japan are mixed Asia Value with Western Value. Asia Value is more dominated over cognition about individual, family, and society. Instead, Western Value is more influenced on cognition about state-individual relation. Secondly the culture of Public Administration in Japan makes a point of harmony or cooperations. However the culture (of Public Administration) such as ‘collectivism’ and ‘a seniority system’ have been changed to some extent. Thirdly the active role of government is expected over extending welfare and protecting the environment.

Busan Port has launched Busan Port Authority(BPA) on 16th january in 2004 for the first time in korean maritime history. Port Authority(PA) systems have been regarded as one of the efficient ways of port administration. So, This study is aim to put forward feasible policy suggestions that can guide BPA in more desirable direction by analysing its performance and influencing factors. The empirical results and implications are as follows. First, the greater traits of agency head, the greater BPA’s performance. Second, the greater coordination with related agencies and rational application of law, the greater BPA’s performance. Third, the greater customer orientation and employee’s empowerment (total involvement), the greater BPA’s performance. Forth, the greater new business or service, he greater BPA’s performance. Finally, in order to maximize the performance, then, this study suggests that the current port authority law, which empowers central government to control the entire operation and management of port, should be amended to increase the port autonomy by allowing PA to control the management and operation. Additionally, for the enhancement of the competitiveness of the port of Busan and the successive operation of BPA, it emphasizes the reorganization of port and logistics-related administrative body of Busan city and the building of cooperative system between the local government and BPA.

In the era of governance, various policy actors are expected to participate in policy-making, slove local problems, and be responsible for various local policies. In actuality, however, only a few policy actors participate in local policy-making process. In addition. local government were apt to lose the significant meanings put on the roles of local NGO and inhabitants within its jurisdiction. The implementation system of human resource development policy consist of HRD council at the central government and HRD supporting center at the local government in Korea. In the era of governance, it is necessary to mobilize the collaboration and participation between multi actors in the pursuit of designing the system of HRD policy implementation which is reflected from local context. Therefor this paper, as one of exploration studies. attempts to design the collaboration device in the field of HRD at the local level, this is local council of HRD. In addition to the building local HRD council, this paper suggests that the system of lifelong learning is very useful as HRD system and some considerations to get a feasibility of HRD council at the municipality level.

Based on three time surveys (1999, 2001, 2006), this study compares the level of occupational satisfaction of Korean public employees and offers implications for effective public employment practices in Korea. This study shows continuing increases in the level of occupational satisfaction among sample employees. Despite sharp differences between survey results in some areas of occupational satisfaction such as opportunity to go a tour of duty and workplace facilities, the overall satisfaction level has been increased since the first survey of 1999. Being sensitive to how occupational satisfaction level affects public service productivity. Korean governments should prepare for the worst scenario carefully. They are also noted that healthy and trustworthy employee-people relationship and a custom-made employment practices by individual characteristics such as sex and age level are always important elements to sustain high level of occupational satisfaction among public employees.

The purpose of this study is to analyze the problems of the local-talent program, a Korean Affirmative Action, and to propose the actions to improve its legitimacy. The analytical framework of the study is based upon three perspectives. including policy-maker’s, court’s, and manager’s views. by which recent studies on Affirmative Action can be classified. First. the program should be effective. as policy-makers intended. It should not only select the talented of local universities more. but also contribute to balanced development among regions. The class to be appointed needs to be Class 5, which is a more effective incentive, rather than Class 6, Second, infringing on constitutional equality and the merit system, the program may raise legal disputes. To prevent them. the beneficiaries of the program should be guided to pursue other career tracks than those of general civil servants. Their eligibility concerning speciality and managerial capacity needs to be strict more, and the right man needs to put in the right place for the full utilization of their strength as the local talented. Third, as mangers wish, diversity of their organizations should be able to contribute to dynamic organizational culture. The selection procedure should be more fair to remove bias against internship employees concerning the possibility of the spoil system.

This study aims to uncover the extent of government activities in the ICT & participation perspective, which enhance citizens’ E-participation, and to analyze the causal relationship between government activities and their results by path analysis using the AMOS 5.0 computer program. For this study, 18 Ministries in the Korean government, which are relatively active in providing pertinent services, are selected as the target group of this study. Specific findings are as follows: Firstly, government activities have various sides, which are the function of homepage, characteristics of cyber space, responsive government service and administrative supports. This findings give a good direction for government specific activities. Secondly, it is confirmed that the relationships between government activities and the degrees of citizens’ E-participation aries in statistical significance along with the impact factors. This implies that a strategic approach to enhancing degrees of citizens’ E-participation is required.
